I did finally find some brown tissue paper at Walmart of all places.  I had called all the party/craft stores and no one had any.  I had just assumed Walmart didn't.  Silly me.  I guess I should have a little more respect for Walmart.  I'm going to use paint for the skin tone, so pinata crisis averted.
